Bernard A. Poirier, CPA, MST, RIA
Bernard A. Poirier is the Managing Partner for PPA, LLP. He brings to the table a world of experience in corporate and individual tax matters, financial management and consulting, and municipal accounting.
In his 35+-year career as a Certified Public Accountant, Bernie has gained experience spanning all phases of business and government applications in consulting. His business clients have included companies with sales bases of $30,000 to $150 million. He has also performed extremely specialized consulting work, including efficiency audits for school systems, valuations for business entities, and testimonial and litigation services. Bernie tailors his approach to suit the individual situation of each and every client.
Bernie received his bachelor's degree from the University of Massachusetts (Amherst), and holds a Masters of Science in Taxation from Bryant University in Smithfield, RI. He has lectured at various professional and academic institutions, and maintains affiliations with the AICPA and the RISPCA.
Jo-Anne Newton, CPA, MBA
Presently, Ms. Newton is a partner in our audit department. As a partner of the audit department, Jo-Anne specializes in serving government, not-for –profit and closely-held, entrepreneur-operated entities. Her focus is to serve as a business advisor and audit leader. Her goal is to consistently meet client expectations and establish long-term, trusted relationships.
Jo-Anne has considerable experience in corporate and grant compliance, business consulting, and developing management and accounting policies and procedures. She applies her expertise to understand the fiscal and operating needs of our clients. In addition, she enhances her expertise by working collaboratively with owners, management and governance, thereby adding value to her ability to service clients in a professional manner.
Prior to her current role, Jo-Anne served as an Assistant Vice President/CFO for an eleven million dollar, multi-site non-profit organization with an accreditation from the Committee of Accreditation of Rehabilitation Facilities (CARF). The organization employs approximately two hundred employees and operates in a highly regulated industry which provides mental health, opiate and substance abuse treatment services, HIV/AIDS programs, parenting programs and other community enrichment services.
Jo-Anne began her career working in the accounting department of a Fortune 500 company and spent almost ten years at a large regional public accounting firm. She has been a guest speaker at Substance Abuse and Mental Health Service Administration (SAMHSA ) grantee meetings. She has also been involved in several local nonprofit organizations.
Jo-Anne earned both a Master’s degree in Business Administration and a Bachelor’s of Science degree from Bryant University. She majored in accounting and was an active member of the Bryant University community. Bryant is a student centered university, focused on providing rigorous academic programs that integrates business and liberal arts to develop the skills and critical thinking that are essential to every profession. Jo-Anne has utilized both her knowledge of accounting concepts and skills obtained through professional experience to tailor our services and meet the specialized criteria for each client.
Steven DeStefano, CPA
Tax Problem Resolution Partner
Steven is a partner specializing in tax and tax audits. Steven joined the firm in 2001 as a tax associate and soon began handling the majority of the tax audits for the firm. As the partner in charge of tax audits he has exhibited considerable skill and knowledge in dealing with the complex issues that can arise when dealing with government agencies at both the federal and state levels. Over the years Steven has successfully represented clients involved in tax audits, Offers in Compromise, tax levies, payment arrangements and unfiled taxes. In addition to tax audits, Steven serves the needs of hundreds of tax clients. Steven’s goal in all client relationships is consistent with the firm’s Mission Statement. He will always provide service in the same manner as he would expect services to be provided to him. Steven will put the client’s needs first and do his best to accommodate their busy schedules by providing evening appointments, being accessible by phone or e-mail, and by always trying to be sensitive to their perspective. Dealing with tax problems is a daunting experience and can be overwhelming to the average taxpayer. Steven takes pride in setting the client’s mind at ease and he takes satisfaction in knowing that he has helped someone through a very difficult situation.
Prior to his association with the firm, Steven’s background was in banking and in the mortgage industry. Steven earned a Bachelor’s degree from Bryant University and has spent his entire career in finance and accounting.
Steven lives in Glocester, RI with his wife where they enjoy the outdoors, gardening, and visits from their grandchildren. He is a sports enthusiast and enjoys do-it-yourself projects both large and small.
Business Services Partner
Janet is our partner specializing in the needs of our small business clients. A graduate of Johnson & Wales, Janet has been with the firm since 2009 and has been in the accounting field for more than 30 yrs. Her experience is in both public and private accounting.
Janet has worked with small businesses, not-for-profits, housing authorities, businesses in retail, manufacturing, automotive and construction as well as service industries
While working in the private sector, Janet realized her passion was in public accounting. Although she has experience in audit, income tax and accounting are the areas she enjoys the most. She found helping small business clients achieve their potential through guidance, training and support has been very fulfilling.
Janet currently sits on the Board of Ocean State Animal Coalition

R. Daniel Harrop, JD
Associate Managing Partner
Mr. Harrop is the Associate Managing Partner for our firm, as well as the partner in charge of the payroll department. Dan’s area of practice includes all corporate and other business related filings, as well as applications for not-for-profit status. His primary focus is as a business advisor for non-tax related matters.
Dan graduated from Providence College with a Bachelor of Science in Accounting. He continued his education at St. John’s School of Law, graduating with a Juris doctorate. He practiced law with various firms in Rhode Island, concentrating in real estate, probate and business-related law. He also served as Town Solicitor for the Town of West Warwick, participating in all aspects of municipal operations.
In the mid-1990’s Dan changed his focus from law to private business. He worked as the Chief Financial Officer for one of the largest HUD Section 8 housing developers in Rhode Island. He also started an import-export business with several partners, and was able to develop additional skills related to international trade.
Mr. Harrop joined the firm in 1999, concentrating on municipal audits. His practice soon expanded to handle a multitude of business related problems for clients, and was appointed the firm’s first Manager of its then newly created Business Services Department.
